James was an idealist, which we will get to shortly. From your (1), the<br />statement carries with it an ‘ought’ imperative which cannot be validated by sense experience. It is an ethical statement, it is intuitive, and it is beyond empiricism itself. In other words, it cannot be proven alone or by empiricism. So the statement (and, if you like, empiricism) is based on an ethical, intuitive, transcendent principle.
